Custom skins cannot be immediately seen by other players in the game. Your boat will be seen by other players as the default 'all black' skin with the shark teeth on the bow. This is because HG servers are dedicated servers which operate differently than direct peer to peer (P2P) servers.

Locator files as they are used with Vsk5 as well as other Steam games and non Steam games may be a possibility of a workaround to allow other players to see your custom skins, but a working technique has not been developed yet.

Server side scripting is possible using /admin commands to allow all players that enter your server to view and or download your skins, but this programming technique requires extensive networking and coding experience.

Other players will have the ability to see your custom skins if you give your skins files to the other players who can then install your skins files into thier HG skins folder. Then whomever has your custom skins files will be able to see your custom skins in the game.

To create your own custom skin you need to locate the .dds skin files which are in the following directory,...

Now you'll see the two main .dds files associated with that skin,...

You can edit these .dds files or create new files by opening and editing the .dds files in 3DS Max, Photoshop or other comparable application that is used to edit .dds files.

Then save your new files and launch the game to view your new skin in action.

The techniques involved with the actual creation and editing of custom skins using 3ds software is beyond the scope of this website.
